Competency-Bsed Training and assessment

The land transport safety authority (LTSA) and the Accident Compensation Corporation (ACC) are starting an initiative for new riders of motorcycles that looks at a different approach to driver licensing. This scheme is called Competency-Based Training and Assessment (CBTA). This initiative is for a limited period and is restricted to approved riding instructors.

CBTA involves new riders undertaking specified courses with specifically approved riding instructors. The instructors will give riders training and progressive assessments to ensure they consistently demonstrate safe riding skills. On successfully completing the course, the new rider will be able to pass to the next stage of their driver license without having to sit a practical riding test.

Advantages of CBTA

A rider who completes the approved course and is given an exemption from the normal tests will be able to reduce the time on their:

  • Learner driver licence from 6 months to 4 months

  • Restricted driver licence from 18 to 9 months

Direct access to full licence

A rider over the age of 25 years who has held a another full class of driver licence for two years or more, has had no serious traffic convictions and completes the approved course, may receive an exemption to move through each class without any time restrictions.

The cost

The rider will need to discuss the cost of the course and practical assessment with their instructor. While most new riders will progress through the course in reasonable time, there is no guarantee that a course will be completed in any set period and some riders may take a longer time than others. One way for riders to ensure they make good progress is to get plenty of practice in the new skills.

Summary of process for CBTA

  1. Complete a basic handling skills course

  2. Make application to your local driver licence agent to obtain a learner licence

  3. Pass your theory test at your local driver licence agent

  4. On obtaing your learner licencce your approved rider instructor will apply to the LTSA National Office for an exemption for you to take a restricted or full rider licence course and assessment

  5. On receipt of the exemption, you can start the course with your approved rider instructor

  6. On satisfactorily completing the course and being issued a certificate, you will forward an application form (DL1) along with a cheque for the appropriate fee and a copy of your certificate to LTSA National Office who will enter your details on the driver licence register

  7. A new photo driver licence will be posted to you.
